Baku State University Policy on Hunger and Poverty Alleviation


1. Purpose

Baku State University (BSU) recognizes that hunger and poverty can seriously hinder the academic and professional performance, health, and personal development of both students and staff. The university is committed to ensuring that no member of its community is deprived of educational or professional opportunities due to financial hardship or limited access to food.

This policy establishes BSU’s institutional framework to prevent and alleviate hunger, reduce poverty, and promote overall well-being among all students and staff.


2. Scope

This policy applies to all BSU students and staff — academic, administrative, and technical — who experience economic hardship or food insecurity, regardless of their position, background, or field of study.


3. Policy Objectives

  • To prevent hunger and alleviate poverty among BSU students and staff through targeted institutional interventions.

  • To ensure that all members of the university community have access to affordable, nutritious, and sustainable food options.

  • To provide financial, social, and psychological support for students and staff from low-income families.

  • To contribute to the implementation of the United Nations Sustainable Development Goals (SDG 1: No Poverty and SDG 2: Zero Hunger).


4. Institutional Commitment

Baku State University provides concrete interventions to prevent or alleviate hunger and poverty among both students and staff, including:

  • Ensuring the supply and access to food support services such as food banks, pantries, and subsidized campus dining facilities.

  • Offering meal vouchers and discounted meal plans for low-income students and staff.

  • Providing direct food assistance through a campus-based pantry and partnerships with local food suppliers.

  • Integrating hunger prevention and poverty alleviation initiatives into BSU’s social responsibility, welfare, and staff development policies.

These interventions are coordinated by the Student Affairs Department, Human Resources Department, and Social Support Committee, in cooperation with the Quality Assurance Office, ensuring transparency, fairness, and accessibility.


5. Key Measures and Initiatives

5.1 Food Support Programme for Students and Staff

  • BSU Food Pantry: Offers essential food and hygiene products to students and staff facing temporary or chronic food shortages.

  • Meal Voucher Scheme: Provides free or discounted meals at BSU canteens and partner cafés for financially vulnerable members of the university.

  • Subsidized Dining Options: Campus dining halls offer affordable, balanced, and nutritious meals for all students and staff.

  • Emergency Meal Assistance: Urgent cases are supported through immediate food assistance coordinated by the Dean’s Office, Student Affairs Unit, or HR Department.


5.2 Financial and Social Support

  • Emergency Financial Assistance Fund: Provides one-time grants or temporary stipends to students and staff experiencing financial distress.

  • Housing and Transport Subsidies: Ensures that low-income students and staff have access to safe housing and affordable transportation.

  • Health and Well-being Services: Offers psychological counselling, financial literacy workshops, and legal support for those under economic pressure.

  • Solidarity Fund for Staff: Managed through the HR Department and Trade Union to support staff during unforeseen financial challenges.


5.3 Community and Partnership Engagement

  • BSU collaborates with local NGOs, supermarkets, charities, and municipal authorities to source food donations and sponsorships for hunger-relief initiatives.

  • The Student Volunteer Club and University Trade Union organize awareness campaigns on food waste reduction, responsible consumption, and peer-to-peer support.

  • BSU actively participates in national and regional food security programs that align with social welfare and sustainability objectives.


6. Monitoring and Evaluation

  • The Student Affairs Department and Human Resources Department maintain records of all individuals benefiting from hunger and poverty alleviation programs.

  • Regular needs assessments and surveys are conducted to evaluate the prevalence of food insecurity and the effectiveness of BSU’s interventions.

  • An annual report is submitted to the Rector’s Office, summarizing outcomes, identifying areas for improvement, and recommending new strategies.


7. Confidentiality and Non-Discrimination

All applications for support are handled confidentially. No student or staff member shall face stigma, bias, or discrimination for participating in any hunger or poverty alleviation program.
Assistance is provided strictly based on demonstrated need and the principles of equality and human dignity.


8. Review and Continuous Improvement

This policy is reviewed biennially by the Student Affairs Department and Human Resources Department, in consultation with the Rector’s Office, Quality Assurance Office, and other relevant administrative units.
