Baku State University Ensures Democratic and Inclusive Governance in Compliance with National Legislation


Baku State University (BSU) upholds the principles of transparency, participation, and shared responsibility in university governance. Through a robust system of elected representation, BSU ensures that students, faculty, and staff all have a voice in shaping institutional policy and development. The university’s Scientific (Academic) Council serves as its highest decision-making body, operating in full accordance with Azerbaijani higher education legislation.


Legal and Institutional Framework

The governance structure of Baku State University is regulated by the Law of the Republic of Azerbaijan on Education (2009, with subsequent amendments) and the Model Statute of Higher Education Institutions, approved by the Cabinet of Ministers of the Republic of Azerbaijan.
These legal provisions stipulate that universities must form collegial governing bodies composed of democratically elected representatives from faculty, students, and non-academic staff. Members participate equally in academic, administrative, and strategic decision-making processes, ensuring an open and representative management system.


Representation at BSU’s Scientific Council

Faculty Representation
Faculty members form the core of the Scientific Council. Representatives are elected from each faculty, department, and research institute, ensuring that all academic units contribute to shaping university policy, curriculum design, research priorities, and quality assurance. This structure guarantees that BSU’s academic vision is guided by collective expertise and academic independence.

Student Representation (Undergraduate and Graduate)
BSU recognizes students as essential stakeholders in institutional governance. Elected representatives from the Student Youth Organization and the Student Scientific Society take part in the Council’s deliberations. They address issues related to academic quality, student welfare, extracurricular activities, and campus life. This inclusive approach ensures that student perspectives and aspirations are reflected in university policies and development plans.

Staff Representation (Non-Faculty Employees)
Administrative and technical staff elect their own delegates to the Scientific Council. Their participation ensures that workplace conditions, operational efficiency, and staff welfare are incorporated into decision-making. This approach promotes a balanced governance model that values every member of the university community.


Governance in Practice

The Scientific Council, chaired by the Rector of Baku State University, is the supreme governing body of the institution. It oversees and approves key decisions related to academic affairs, research development, financial planning, infrastructure, and international partnerships.
All members of the Council — whether students, faculty, or staff — hold equal voting rights, ensuring genuine participation and accountability.

Through regular meetings, open discussions, and inclusive consultations, the Council strengthens institutional transparency and supports evidence-based decision-making. It also ensures compliance with national education policies while fostering innovation and continuous improvement in higher education quality.
