The Faculty of Law of Baku State University (Baku State University) organized a lecture titled “Legal aspects of urban planning” for academic staff and students within the framework of the 13th session of the United Nations World Urban Forum (WUF13).
The lecture was delivered by the Dean of the Faculty of Law, Associate Professor Zaur Aliyev, who stated that the organization of the World Urban Forum in Azerbaijan following COP29 may be regarded as an important indicator of the country’s international reputation and global leadership potential. It was emphasized that the registration of more than 45,000 participants from 182 countries once again reflects the high level of international confidence in Azerbaijan.
During his remarks, the dean highlighted that National Leader Heydar Aliyev paid particular attention to Azerbaijan’s culture, literature, history, moral values, as well as urban planning and architecture throughout all stages of his political leadership. It was noted that a systematic state policy for the inventory, protection, and restoration of architectural heritage was established during his leadership period.
The lecture further emphasized that this policy has been successfully continued and further developed under the leadership of President Ilham Aliyev. The declaration of the “Year of Urban Planning and Architecture” was described as a significant demonstration of the state’s attention to architectural monuments and national heritage.
Attention was also drawn to urban development projects implemented in the territories liberated following the historic victory under the leadership of the Supreme Commander-in-Chief. These projects were presented as successful examples of modern urban planning practices distinguished by innovative approaches and contemporary urban development principles.
The activities of the Heydar Aliyev Foundation under the leadership of First Vice-President Mehriban Aliyeva in the preservation of historical and cultural monuments were particularly highlighted. In addition, the role of the Ministry of Culture in protecting, restoring, and transmitting cultural heritage to future generations was noted. The lecture also included a brief analysis of legal and regulatory acts related to urban planning, as well as recent legislative development trends in this field.
Subsequently, Sümbül Turabova, Deputy Head of the Legal Department of the State Committee on Urban Planning and Architecture and lecturer at the Faculty of Law, delivered a presentation on projects implemented by the Committee. She stressed the importance of inclusive urban planning approaches in enhancing social welfare and creating accessible urban environments.
The lecture attracted significant interest from both academic staff and students, who emphasized the importance of organizing such events within the framework of the internationally significant WUF13 forum.
At the conclusion of the event, participants visited the exhibition stands organized within the WUF13 framework.
