Commitment to Public Access and Community Engagement

At Baku State University (BSU), we are committed to fostering an inclusive educational environment that extends beyond our campus. As part of our mission to contribute to the broader community and promote lifelong learning, we offer several educational resources and opportunities for individuals who are not formally enrolled as students. Here’s an overview of what is available:

Library Access

  • Public Access Days: BSU’s library is open to the public on designated days, allowing non-students to access a wide range of books, journals, and research materials. This initiative aims to support local researchers, educators, and anyone with a thirst for knowledge.

  • Membership Programs: Individuals can apply for library membership, which provides them with borrowing privileges and extended access to our digital databases and resources.

Open Educational Resources (OERs)

  • Open Access Journals: BSU publishes several open-access journals that are freely available online. These publications offer insights into the latest research conducted by our faculty and students, promoting knowledge sharing with the global community.

  • Webinars: We host regular online lectures and webinars on various topics, accessible to the public. These sessions feature renowned experts and provide valuable insights into current trends and research in various fields.

Community Workshops and Educational Programs

  • Workshops for Educators and Professionals: BSU organizes and hosts workshops aimed at local educators, professionals, and community members. These sessions focus on skill development, innovative teaching methods, and current research trends, supporting continuous professional development.

  • Youth and Community Programs: BSU hosts educational programs and events for school-aged children and community members, designed to inspire interest in various academic fields and support educational advancement.

Collaborative Partnerships

  • Partnerships with Local Organizations: BSU collaborates with local schools, non-profits, and community organizations to extend our educational resources and expertise. These partnerships facilitate the sharing of knowledge and resources, enhancing educational opportunities for all.

  • Cultural and Academic Events: Our university regularly hosts cultural and academic events open to the public, fostering a vibrant intellectual community and encouraging public engagement with academic discourse.


Public Access to University Events at Baku State University

Baku State University actively engages with the wider community by hosting events that are open to the general public, both on an ad-hoc and programmed basis.

  1. Ad-Hoc Events:

    • BSU frequently organizes one-off public lectures, panel discussions, and seminars featuring national and international experts.

    • Example: Guest lectures by visiting scholars in fields such as international relations, science, and literature are regularly promoted to the general public through the university’s website and social media channels.

  2. Programmed / Recurring Events:

    • The university runs scheduled public engagement initiatives, such as the annual Science Festival, public debates, and educational workshops for students and community members.

    • Example: The BSU Open Lecture Series offers monthly lectures in diverse disciplines, allowing members of the community to attend and interact with faculty and students.

Through these activities, BSU fosters knowledge exchange, lifelong learning, and strong connections with the local and national community.


Generally  provides free access to its educational resources for individuals not enrolled as students. This includes library collections, computer and IT facilities, selected online courses and recorded lectures, as well as public workshops and seminars. BSU also collaborates with schools, NGOs, and community organizations to extend learning opportunities to disadvantaged groups, youth, and lifelong learners, promoting knowledge sharing and community education.
