WUF Model Simulation Conference held at BSU
29-01-2026

A “WUF (World Urban Forum) Model” simulation conference titled “The Role of Youth in Building Inclusive, Safe, and Sustainable Cities” was held at Baku State University (BSU) within the framework of the forum “Azerbaijani Youth as the Foundation of a Strong State,” dedicated to 2 February – Azerbaijan Youth Day.

The simulation conference, organized for the first time, was jointly hosted by BSU, the Ministry of Youth and Sports, and the Eurasian Regional Centre of the Islamic Cooperation Youth Forum (ICYF-ERC).

In his opening remarks, BSU Vice-Rector for International Relations Shahin Panahov noted that modern urban development policy should be shaped through the integration of science, technology, and the human factor. He emphasized that the active participation of young people in this process is essential for sustainable development. In this regard, BSU plays an important role in preparing knowledgeable and innovative professionals in the fields of urban planning and architecture through its scientific potential, international partnerships, and the academic and practical opportunities it provides for youth.

BSU Protocol Sector staff member Mirhuseyn Taghiyev stated that the presidential decree declaring 2026 the “Year of Urban Planning and Architecture” will contribute significantly to promoting modern, innovative, and sustainable approaches in urban development, improving the quality of the urban environment, and strengthening youth engagement in decision-making processes by enhancing their knowledge and skills in this field.

Abdinnasir Sagar, Coordinator for the 13th session of the UN World Urban Forum (WUF13), provided detailed information on the current global state of urban development, the accelerating pace of urbanization, and the social and environmental challenges faced by cities. Referring to global indicators, he noted that a large share of the world’s population already lives in urban areas, which requires new approaches based on inclusivity, safety, and sustainability. He also spoke about opportunities created for youth within the WUF platform and their prospects for participating in shaping global urban policies, expressing confidence that the WUF13 event to be held in Azerbaijan in 2026 will achieve successful outcomes.

Deputy Director General of the ICYF Eurasian Regional Centre Ramin Habibzade highlighted the growing role of youth in global and regional processes. He noted that international platforms, training, and simulation programs created by the regional centre make a significant contribution to developing young people’s knowledge and skills and integrating them into international dialogue.

Participants of the simulation conference later represented the positions of the countries they were assigned to.

At the end of the conference, distinguished participants were awarded certificates.

It should be noted that the first-ever “WUF Model” simulation conference is regarded as an important platform enabling young people to combine theoretical knowledge with practical experience, become more familiar with the international urban development agenda, and take an active role in shaping the cities of the future.
