An intellectual competition titled "Legal Ring" was held among youth from across the country at Baku State University (BSU) within the framework of the “Year of the Constitution and Sovereignty”. The event was co-organized by the Faculty of Law of BSU, the Youth Foundation of the Republic of Azerbaijan, the Bar Association, the "Femida Volunteers" Organization, and the "Young Volunteers" Public Union.
Dean of the Faculty of Law, Zaur Aliyev, emphasized the importance of such events held as part of the “Year of the Constitution and Sovereignty.” He noted that the year 2025 is significant, marking both the 5th anniversary of the restoration of Azerbaijan’s territorial integrity and the 30th anniversary of the adoption of the Constitution of the Republic of Azerbaijan. He stressed that organizing events dedicated to these historical milestones plays a vital role in enhancing legal awareness and developing a culture of law among youth. In his remarks, he highlighted that the author of the Constitution was National Leader Heydar Aliyev, the founder of modern Azerbaijani statehood, recalling his well-known statement:
“The Constitution of the Republic of Azerbaijan is one of the rare constitutions in the world that enshrines all principles of a democratic, legal state — the rule of law, protection of human rights, separation of powers, and constitutional oversight. It declares the protection of human rights as the supreme goal of the state.”
Zaur Aliyev also noted that one-third of the Constitution is devoted to the rights and freedoms of individuals, underlining:
“National Leader Heydar Aliyev is the architect of modern, independent Azerbaijan, while the Victorious Commander-in-Chief, President Ilham Aliyev, is the founder of the triumphant Azerbaijani state.”
Executive Director of the Youth Foundation Qadir Khalilov, Rector of the Bar Academy Amir Aliyev, and Chairperson of the “Femida Volunteers” Organization Nilgun Mammadova elaborated on the rights and freedoms granted to citizens under Azerbaijan’s first Constitution, the country’s political and territorial structure, and the roles and responsibilities of the branches of government. They also discussed constitutional amendments introduced via national referendums held over the years, emphasizing that these reforms aimed to strengthen democratic values, expand political freedoms, and align the Constitution with international standards.
Speakers highlighted that following the Patriotic War and the local anti-terror operations carried out on September 19–20, 2023, Azerbaijan’s full territorial integrity and sovereignty were restored, ensuring that the legal force of the Constitution now extends across the entire territory of the country.
The event concluded with the intellectual competition itself, followed by a cultural program.
