Access and Participation Plan for Women Applications, Acceptance, and Participation at Baku State University

1. Policy Overview

Baku State University (BSU) is deeply committed to fostering gender equality and ensuring equitable access, participation, and success for women across all levels of university life. As one of Azerbaijan’s leading higher education institutions, BSU recognizes that women’s full participation in higher education is vital for national development, social inclusion, and scientific advancement.

This policy sets out BSU’s long-term institutional commitment to ensuring that women have equal opportunities to apply, be admitted, thrive academically, and assume leadership roles in all faculties and governance structures. It builds upon international standards, including the UN Sustainable Development Goals (particularly SDG 4: Quality Education and SDG 5: Gender Equality), and aligns with the national strategies on gender equality and human capital development.

The policy emphasizes structural reforms, proactive outreach, mentorship, inclusive curriculum design, and systematic data monitoring to achieve measurable and sustainable progress.


2. Strategic Objectives

The Access and Participation Policy for Women aims to achieve the following strategic objectives:

  1. Promote Equal Opportunity and Access:
    Ensure women have equitable opportunities to apply and be admitted to all BSU programs, especially in disciplines where women are traditionally underrepresented such as physics, engineering, mathematics, and information technology.

  2. Increase Women’s Participation and Success:
    Support female students and staff to achieve their academic, research, and professional goals through structured mentorship, academic support, and career development initiatives.

  3. Foster Gender-Responsive Academic and Administrative Environments:
    Integrate gender perspectives across teaching, learning, and research environments, ensuring that curricula and campus culture reflect the values of equality, respect, and inclusivity.

  4. Advance Women’s Leadership in Academia:
    Encourage women to pursue leadership and research roles, including as department chairs, deans, and principal investigators, through targeted training and institutional support.

  5. Ensure Accountability through Data and Transparency:
    Establish monitoring systems that collect, analyze, and publicly report data on women’s applications, admission rates, retention, and participation in leadership positions.


3. Framework and Key Areas of Action

3.1 Outreach, Recruitment, and Awareness

BSU proactively engages in outreach programs to encourage young women’s interest in higher education.
Key initiatives include:

  • “Women in Science” Mentorship Program (2021–2024): Designed to increase female participation in STEM disciplines, this initiative pairs female students with faculty mentors, provides lab internships, and organizes annual “Girls in STEM” events. Female enrollment in STEM fields increased from 32% in 2021 to 43% in 2024, reflecting tangible progress toward gender parity.

  • Targeted School Engagement: Collaborations with secondary schools and community organizations to motivate high-achieving female students to pursue higher education.

  • Scholarships and Financial Support: Dedicated scholarships and tuition discounts for women entering underrepresented academic fields, including engineering, information technology, and applied sciences.


3.2 Admissions and Acceptance Practices

BSU maintains transparent, merit-based, and equitable admissions procedures guided by principles of fairness and inclusivity.
Measures include:

  • Bias Awareness Training: All admissions officers and faculty reviewers receive training to identify and mitigate unconscious gender bias in selection processes.

  • Holistic Admissions Approach: The admissions framework considers diverse achievements, extracurricular engagement, and leadership potential, ensuring that academic excellence is not measured solely by examination results.

  • Monitoring Gender Balance: The Office of Institutional Research conducts annual reviews of applicant and acceptance data by gender to track progress and identify disparities.


3.3 Academic Support, Mentorship, and Retention

To ensure that women not only enter but also succeed at BSU, the university provides a comprehensive support ecosystem:

  • Structured Mentorship Schemes: Faculty members, including senior female academics, guide female students in academic planning, research participation, and career development. BSU targets at least 10% participation from female students in formal mentorship programs annually.

3.4 Campus Culture, Inclusion, and Participation

BSU is committed to maintaining a university culture that actively promotes gender equity and inclusivity:

  • Inclusive Curriculum Development: Faculties are encouraged to integrate women scholars’ contributions and gender-sensitive content into courses and research projects.

  • Gender-Sensitive Campus Environment: Awareness campaigns and training sessions are held annually to address gender bias, harassment, and stereotypes.

  • Student Leadership Opportunities: Women are encouraged and supported to hold leadership roles in student unions, research clubs, and governance councils.

  • Visibility and Recognition: Annual awards and exhibitions celebrate the achievements of women in science, humanities, and leadership roles.


3.5 Leadership and Research Inclusion

BSU’s Gender Equality in Academia Initiative (2023) is a flagship program aimed at increasing women’s representation in senior academic and administrative positions.
Key outcomes and initiatives:

  • A 20% increase in female department chairs since 2022.

  • Support for women applying for competitive research grants, fellowships, and international collaborations.

  • Leadership training seminars to prepare women for roles as deans, research directors, and senior administrators.


4. Monitoring, Data Collection, and Evaluation

BSU employs a data-driven approach to ensure accountability and continuous improvement:

  • Annual Gender Monitoring Reports track applications, admissions, enrollment, graduation, and employment outcomes by gender.

  • Quantitative Indicators:

    • Women constitute 57% of BSU’s total student population.

    • Female academic staff represent 48% of total faculty, while administrative personnel are 52% women.

    • Participation of female students in STEM fields has increased by 11 percentage points between 2021 and 2024.

  • Qualitative Evaluation: Surveys and focus groups capture women’s experiences related to inclusion, mentorship, and career development.

  • Findings are presented to the Rector’s Office and Academic Council annually and are used to refine institutional policies.


5. Partnerships and Collaboration

BSU recognizes that gender equality in education requires a collaborative approach. Therefore, the university:

  • Works with women’s advocacy organizations, NGOs, and ministries to share best practices and co-develop empowerment programs.

  • Partners with international networks and universities to exchange expertise on diversity management and inclusion.

  • Engages with industry partners to create pathways for women’s professional advancement through internships, mentorship, and research funding opportunities.


6. Accountability and Governance

Implementation of this policy is overseen by the Diversity and Equality Committee, in cooperation with faculty coordinators and the Office of Institutional Research. Each faculty is required to:

  • Develop a local gender action plan aligned with the university’s overall strategy.

  • Report annually on progress in women’s applications, participation, and retention.

  • Participate in internal reviews assessing compliance with gender equity standards.

The Rectorate ensures resource allocation, visibility, and strategic support for all gender equality initiatives and regularly communicates progress to internal and external stakeholders.


 

Baku State University  actively encourages women’s participation and applications in fields where they have been traditionally underrepresented — particularly in Science, Technology, Engineering, and Mathematics (STEM) — through a range of targeted outreach initiatives and collaborations with national and international partners.

1. University Outreach Programs

BSU has implemented several outreach and awareness-raising activities to motivate young women to pursue studies in science and technology:

  • “Women in Science” Mentorship Program (2021–present): Led by the Diversity and Equality Committee, this program connects female students from the Physics, Mathematics, and Information Technology faculties with experienced academic mentors. It provides lab internships, skill workshops, and annual “Girls in STEM” events that showcase successful women researchers from BSU and partner institutions.

  • STEM Summer Schools for Girls: Organized in collaboration with the Ministry of Science and Education, these summer camps introduce high school girls to BSU’s laboratories and research facilities, encouraging them to apply for technical and scientific programs.

2. Collaboration with Other Universities and Organizations

BSU participates in regional and international partnerships that aim to enhance women’s access to education and research:

  • Joint Campaign with ADA University and the State Committee for Family, Women and Children Affairs (2022): The “Empowering Women through Education” initiative focused on promoting equal access to STEM and social sciences through seminars, mentorship sessions, and public awareness campaigns.

  • Partnership with UNDP and the Ministry of Ecology and Natural Resources under the ECOLEAD Project (2023–2025): Women researchers and students at BSU play an active role in environmental restoration and sustainability projects, encouraging female participation in environmental sciences and green innovation.

  • Regional Collaboration through the Black Sea Universities Network (BSUN): BSU contributes to the BSUN’s “Women in Science and Innovation” platform, promoting academic mobility and research collaboration among female scholars from the region.

3. National Campaigns and Community Engagement

BSU supports national awareness campaigns on gender equality and education:

  • Participation in the “Women and Innovation” National Campaign (2023): Conducted with the Azerbaijan Women’s Association and UNESCO National Commission for Azerbaijan, this campaign featured public lectures, exhibitions, and career guidance sessions at BSU to inspire women to enter technology-related fields.

  • Community Outreach Events: Faculty members from BSU regularly visit secondary schools in rural regions to conduct information sessions, emphasizing that women are encouraged and supported to apply for STEM and research-oriented programs.

These initiatives have contributed to a gradual increase in the enrollment of female students in underrepresented disciplines at BSU. For instance, between 2020 and 2024, the proportion of female students in Physics and IT programs rose from 32% to 41%, reflecting the effectiveness of outreach and collaboration efforts.
