An event titled “The role of the court in ensuring human and civil rights and freedoms” was held at BSU

An event entitled “The Role of the Court in Ensuring Human and Civil Rights and Freedoms” was held at Baku State University within the framework of the “Year of the Constitution and Sovereignty.” The event was jointly organized by Baku State University and the Binagadi District Court of Baku.

The event commenced with the performance of the National Anthem of the Republic of Azerbaijan, followed by a one-minute moment of silence in honor of the martyrs who lost their lives for the liberation and territorial integrity of the country.

Addressing the audience, Vice-Rector of Baku State University for Social Affairs, Student Relations, and Public Relations, Alish Agamirzayev, stated that the year marks the 30th anniversary of the adoption of the Constitution of the Republic of Azerbaijan as well as the 5th anniversary of the Victory in the Patriotic War. He emphasized that the declaration of 2025 as the “Year of the Constitution and Sovereignty” by the President of the Republic of Azerbaijan represents a historically significant and symbolic decision that reflects the national interests of a state confidently pursuing an independent and sovereign policy. He further noted that the judicial reforms implemented in Azerbaijan in recent years are aimed at safeguarding human rights and fundamental freedoms, and that such events play a vital role in promoting constitutional values within society.

In her speech, Chairperson of the Binagadi District Court, Sheyda Meharramova, highlighted that Azerbaijan’s territorial integrity and sovereignty, as enshrined in the Constitution, have been fully restored as a result of the far-sighted policies of National Leader Heydar Aliyev, the strong political will of the Victorious Commander-in-Chief, President Ilham Aliyev, and the courage and dedication of the Azerbaijani Armed Forces. She noted that under the leadership of the National Leader, Azerbaijan’s judicial system was substantially reformed through the adoption of new laws and legal codes, the establishment of a modern legal state, the creation of a three-tier judicial system, and the founding of the Constitutional Court as the supreme body of constitutional oversight. She added that reforms aimed at increasing the efficiency of justice and strengthening the role of the judiciary continue to be implemented today.

During the event, Dean of the Faculty of Law at Baku State University, Associate Professor Zaur Aliyev, Head of the Department of Civil Procedure and Commercial Law, Associate Professor Asmar Aliyeva, and Head of the Department of Criminal Procedure, Doctor of Law and Professor Firuza Abbasova emphasized that the Constitution of Azerbaijan is fundamentally based on the concept of human rights and freedoms. They stressed the crucial role of legal education in ensuring the protection of human rights and in transmitting constitutional values to the younger generation, noting that the establishment of a fair judicial system depends on the training of qualified and ethically responsible legal professionals.

As part of the event, training sessions were delivered by judges of the Binagadi District Court. Doctor of Law and Associate Professor Aytekin Ibrahimova presented on the topic “The Right to Liberty: The Rights of Detained, Arrested, and Accused Persons as a Fundamental Constitutional Principle,” while Anar Rzayev addressed “Judicial Power and the Means of Its Implementation in the Context of Constitutional, Criminal, Civil, and Administrative Court Proceedings.”
