At the Faculty of Geography of Baku State University (BSU), a scientific seminar was held as part of a series of events dedicated to the “Year of Constitution and Sovereignty.” The seminar focused on the topic “Geography of Administrative Bodies in the State Governance System and Their Constitutional Authorities.”
The seminar was officially opened by Professor Magsad Gocamanov, Dean of the Faculty of Geography, who highlighted that the declaration of 2025 as the “Year of Constitution and Sovereignty” by the President of Azerbaijan, Mr. Ilham Aliyev, underscores the importance of strengthening the legal foundations of the state and preserving the principles of sovereignty. He emphasized that the Constitution is the fundamental legal document that reinforces national independence and sovereignty, and that the reforms carried out throughout the year provide new impetus for Azerbaijan’s political and legal development.
Assoc. Prof. Saleh Naghiyev, Chair of the seminar and Head of the Department of Azerbaijani Geography and Geography Teaching Methodology, noted that the scientific analysis of the geographical organization of the state governance system and the spatial arrangement of administrative bodies is crucial for improving the efficiency of regional governance mechanisms. He also introduced Dr. Qəzənfər Kərimov, the seminar speaker, as a specialist in constitutional and municipal law who conducts research on the organization and operation of administrative bodies within the state governance system.
Dr. Gazanfar Karimov began his presentation by explaining the principles of formation of administrative bodies, their territorial and organizational structures, and the regional distribution of their constitutional authorities. The research highlighted the legal status of state bodies according to the Constitution of the Republic of Azerbaijan and the Law on Administrative Territorial Division, as well as the regulatory mechanisms governing the powers of local executive authorities.
He analyzed the evolution of administrative-territorial division, the functional specialization of central and local state bodies, the geographical differences in regional governance models, and the institutional factors influencing decision-making processes. The seminar provided a comprehensive understanding of the interplay between constitutional law and the spatial organization of governance in Azerbaijan.
