On October 23, a public hearing was held at Baku State University (BSU) with the support of the Ministry of Science and Education as part of the preparation of the draft “Socio-Economic Development Strategy of the Republic of Azerbaijan for 2027–2030.” The event aimed to discuss proposals related to the development of science and higher education.
The hearing brought together representatives of higher education institutions, scientific organizations, government agencies, as well as members of the public. Participants reviewed the current state of the science and higher education system, outlined key development directions, and discussed strategic priorities for the coming years. During the discussions, proposals were put forward regarding the increase in doctoral admission rates, the stimulation of young researchers’ interest in scientific inquiry, and the strengthening of the financial and institutional foundations of scientific activity.
Additional attention was given to aligning higher education with labor market demands, developing research-oriented universities, fostering advanced laboratory and innovation environments, and expanding opportunities for the practical engagement of master’s and doctoral students. Participants also emphasized the importance of differential financing models based on university rankings and accreditation indicators, strengthening mechanisms that support students in obtaining international certifications, and accelerating the digital transformation of education.
