On December 4, 2025, a nationwide scientific conference titled “The Constitution of the Republic of Azerbaijan as the historical, legal, and socio-economic basis of our statehood” was held. After the opening ceremony and the plenary session, the conference continued with departmental sessions at the History Faculty of Baku State University (BSU).
The first session included two main discussions: “Restoration of Azerbaijan’s state independence. Statehood of Azerbaijan during the Heydar Aliyev era” and “National statehood in the Ilham Aliyev era. Full restoration of the territorial integrity and sovereignty of the Republic of Azerbaijan.” A total of 31 presentations were submitted for these sessions.
At the session chaired by BSU History Faculty Dean, Professor Ibrahim Zeynalov, participants included leading scholars presenting on topics such as: the role of the Constitution in Azerbaijan’s national state-building, the legal and political significance of the Karabakh Victory, the constitutional protection of displaced persons’ rights, the restoration of sovereignty and territorial integrity, legal foundations of anti-terror measures, and the protection of historical and cultural heritage.
In the second session moderated by BSU History Faculty Vice Dean for Academic Affairs, Associate Professor Kemala Najafova, presentations addressed national statehood under Ilham Aliyev, the role of the President in ensuring sovereignty, the path from national liberation to sovereignty, the legal framework for democratic state institutions, and the development of constitutional and state structures. Experts from BSU and other universities, including Ganja State University and Sumgait State University, participated, covering both historical and contemporary aspects of Azerbaijani statehood.
Throughout the conference, the importance of constitutional governance, national sovereignty, and the preservation of moral and cultural values at the state level was emphasized. The conference highlighted the achievements of the Azerbaijani model of governance and underlined the continuity of legal and constitutional traditions as key to the country’s national development and stability.
