A scientific seminar titled “The Range of Subjects Involved in the Legal Protection of the Constitution” was held at the Faculty of Law of Baku State University (BSU) within the framework of events dedicated to Science Day in the Republic of Azerbaijan (27 March).
The seminar featured a presentation by Associate Professor Nasib Shukurov, PhD in Law, who emphasized the regulatory and restrictive functions of the Constitution within the political and legal system of society. It was noted that the emergence of a constitution is closely linked to the will of the people and the transformation of existing social relations into legal norms.
The speaker highlighted that the legal protection of the Constitution is directly associated with the establishment of effective mechanisms for safeguarding social relations. In this regard, the existence of constitutional mechanisms ensuring such protection is of particular importance.
The presentation also addressed issues related to the stability and effective functioning of the Constitution. Referring to international practices, it was noted that constitutional protection extends beyond the provisions enshrined in the text itself and requires the development of an institutional protection system. This system includes constitutional review bodies, courts, legislative and executive authorities, as well as civil society institutions.
The seminar concluded with discussions and a Q&A session.
