BSU launches new “Law of Justice Administration” specialization

Starting from the 2026/2027 academic year, Baku State University (BSU) will introduce a new master's specialization, “Law of Justice Administration,” within the Law program at its Faculty of Law.

The Law of Justice Administration is a key branch of legal studies that examines the organization and functioning of the judiciary, one of the fundamental institutions of a state governed by the rule of law. The growing role of the judiciary, the ongoing advancement of judicial and legal reforms, the integration of digital technologies into the legal system, the enhancement of fair trial standards, and the continued development of legal institutions have significantly increased the demand for highly qualified professionals in this field. In this context, the establishment of the new specialization at BSU is both academically and practically significant.

In Azerbaijan, the courts are the sole independent bodies responsible for administering justice. Strengthening the judicial system, improving the efficiency of judicial institutions, expanding the use of digital technologies and innovative approaches in court proceedings, and conducting comprehensive research on the mechanisms of justice administration require the preparation of highly qualified specialists. The new specialization will provide students with an in-depth understanding of the legal foundations of judicial authority, guarantees of the right to a fair trial, and contemporary legal challenges.

The Faculty of Law at BSU possesses strong academic and teaching capacity to deliver master's education in this field. Throughout the program, students will study the concept and essence of justice administration, current judicial and legal reforms, the application of information technologies, digitalization and artificial intelligence in judicial activities, the legal framework governing justice administration, institutional and procedural guarantees of the right to a fair trial, the judicial system of the Republic of Azerbaijan, the legal status of judges and other participants in judicial proceedings, the role and functions of the Judicial-Legal Council, judicial ethics, and other important areas.

The curriculum will also cover Azerbaijan’s procedural legislation, the legal positions of the Constitutional Court and the Supreme Court, decisions of the Judicial-Legal Council, as well as international legal practice. Students will examine selected case law of the European Court of Human Rights, opinions of the Consultative Council of European Judges, and documents prepared by the European Commission for the Efficiency of Justice, combining both theoretical knowledge and practical skills.

The new master's specialization in Law of Justice Administration will contribute to strengthening the rule of law in Azerbaijan, enhancing the efficiency of the judiciary, expanding legal research, and educating legal professionals capable of addressing modern challenges. The knowledge and practical competencies gained during the program will prepare graduates for successful careers in academia, the judiciary, and other legal institutions.
