Scientific seminar highlights the urban planning and architectural legacy of National Leader Heydar Aliyev
05-05-2026

A scientific seminar dedicated to the 103rd anniversary of the birth of National Leader Heydar Aliyev and the “Year of Urban Planning and Architecture” in Azerbaijan was held at the Faculty of Information and Document Management of Baku State University (BSU). At the seminar, Associate Professor Sevda Khalafova, Head of the Department of Library and Information Resources Management, delivered a presentation entitled “Scientometric Analysis of the Documentary Flow on the Urban Planning and Architectural Legacy of National Leader Heydar Aliyev.”

Sevda Khalafova emphasized the significance of the Presidential Order signed by President Ilham Aliyev on December 22, 2025, declaring 2026 the “Year of Urban Planning and Architecture” in Azerbaijan, and highlighted the importance of conducting research in this field. In her presentation, she discussed the attention and support given to urban planning and architecture during both periods of Heydar Aliyev’s leadership of Azerbaijan.

It was noted that under the National Leader’s guidance, the scientific foundations of urban planning policy were established in the country, while important measures were taken to preserve and develop national architectural traditions. During those years, master plans for Baku and other cities were prepared, numerous planning documents for industrial and residential zones were developed, and significant projects aimed at preserving national architectural styles, restoring historical monuments, and implementing modern urban planning concepts were carried out. The speaker stressed that this legacy is being successfully continued today under the leadership of President Ilham Aliyev.

The study presented at the seminar focused on a scientometric analysis of documentary resources related to Heydar Aliyev’s activities in urban planning and architecture. It was noted that examining existing information resources through statistical and analytical indicators makes it possible to identify research dynamics, priority areas, and development trends. Within the framework of the research, both documentary and digital resources were comparatively analyzed, while the structure, thematic distribution, information capacity, academic use, and citation indicators of the relevant documentary flow were examined.

The presentation also explored the role of library and information institutions in the formation and management of information resources related to urban planning and architectural heritage, the importance of applying modern information technologies, and issues concerning the digitization of sector-specific documents.

The seminar continued with discussions among participants.
